The PO file can be downloaded from the project repository:

• https://translations.launchpad.net/openobject-addons
• https://translations.launchpad.net/openobject-server
• https://translations.launchpad.net/openerp-web

but you have to check the version that you will be using. so it's better for you to choose a version of openerp & download it. then you can generate the po file from the administration panel. this way you will get a custom po file for your openerp with related installed modules.
